Chapter One: Introduction

1.1 Background of the Study

Social welfare is a critical area of public administration, particularly in rural settings where many people rely on government assistance to meet their basic needs. Local governments, being the closest government tier to the people, play an essential role in the implementation of social welfare policies and programs that seek to reduce poverty and improve the living standards of residents (Adeyemi & Abdullahi, 2023). In Nigeria, Doma Local Government Area in Nasarawa State is no exception, as it faces various socio-economic challenges, including poverty, unemployment, and limited access to social services. Social welfare programs, such as poverty alleviation initiatives, healthcare, and housing support, are crucial to mitigating these challenges and improving quality of life in the region. However, the extent to which local governments in Nigeria can successfully implement social welfare programs often depends on resource allocation, governance structures, and community engagement (Ogunniyi, 2023). In Doma, there has been a growing interest in understanding how the local government engages with residents to promote social welfare, considering the area’s limited resources and the increasing demand for services (Ibrahim, 2024). While various initiatives, such as community development programs, microfinance schemes, and health outreach services, have been introduced, questions remain about their effectiveness and reach. The role of the local government in facilitating these programs and ensuring equitable access to social welfare benefits is therefore an important area of study (Musa & Haruna, 2023). This research seeks to evaluate the effectiveness of the local government's role in promoting social welfare in Doma LGA, focusing on key areas such as healthcare, poverty alleviation, housing, and economic empowerment.

1.2 Statement of the Problem

While the local government in Doma has implemented a range of social welfare programs aimed at improving the well-being of its citizens, there are indications that these programs have not fully achieved their intended outcomes. Issues such as inadequate funding, lack of community involvement, and poor implementation strategies have hindered the success of these initiatives (Nwachukwu, 2023). As a result, the level of poverty remains high, and many residents still struggle to access basic services. The lack of a comprehensive evaluation of the effectiveness of social welfare programs further exacerbates this challenge, as there is limited data on how these programs impact the lives of the residents. This study aims to assess the role of the local government in promoting social welfare and provide evidence on the effectiveness of current welfare programs in Doma LGA.

1.3 Objectives of the Study

  1. To examine the role of Doma local government in promoting social welfare through policy implementation.

  2. To assess the impact of social welfare programs on poverty alleviation and quality of life in Doma LGA.

  3. To identify the challenges faced by the local government in promoting social welfare and propose solutions to overcome them.

1.4 Research Questions

  1. What role does Doma local government play in promoting social welfare in the area?

  2. How effective are social welfare programs in alleviating poverty and improving living conditions in Doma LGA?

  3. What challenges hinder the success of social welfare programs in Doma LGA?

1.5 Research Hypothesis

  1. There is a significant relationship between the implementation of social welfare programs and the improvement in the living conditions of residents in Doma LGA.

  2. Challenges such as limited funding and poor infrastructure significantly affect the success of social welfare programs in Doma LGA.

  3. The active participation of community members enhances the effectiveness of social welfare programs in Doma LGA.

1.6 Significance of the Study

The significance of this study lies in its potential to provide critical insights into the effectiveness of local government-led social welfare programs in Doma LGA. The findings will help policymakers understand the strengths and weaknesses of current programs, facilitating the development of more targeted interventions to address social welfare needs. Additionally, the study will contribute to the broader discourse on local governance and social welfare in Nigeria, offering a framework for other local governments facing similar challenges. It will also be beneficial for NGOs and community-based organizations working in the area of poverty alleviation and social services, providing them with evidence to advocate for improved policies and practices. Overall, the study will help shape the future of social welfare governance in Doma and similar regions.

1.7 Scope and Limitations of the Study

This study focuses on the role of local government in promoting social welfare in Doma Local Government Area, Nasarawa State. The scope of the research is limited to social welfare programs related to poverty alleviation, healthcare, and economic empowerment. The study does not encompass other welfare-related services such as education and housing on a broader scale. Limitations include challenges in accessing reliable data on local government spending and program implementation, particularly in rural areas where record-keeping might be inadequate.

1.8 Operational Definition of Terms

  • Social Welfare: A range of services provided by the local government to improve the well-being of residents, including poverty alleviation, healthcare, and economic empowerment programs.

  • Poverty Alleviation: Programs or initiatives aimed at reducing poverty by improving economic conditions, such as income generation, food security, and access to basic needs.

  • Local Government: A political unit responsible for governing a local area and implementing public policies, including social welfare programs, to meet the needs of the population.
